In the 1970s, the Black Hills National Forest closed most of their lookout towers in favor of aerial detection. In 1973 Cicero Peak was also slated for closure. The last lookout to work the site was June Johnston from Custer.
When Cicero Peak was declared surplus in the 1970s, it was bought by a Custer resident and later sold to Marine Life in Rapid City to serve as a tourist lookout. The exhibit was closed in 1997.
